JAY WHITTLE, PE, PG
After 8,000+ projects throughout the country, Jay still finds Geotechnical Engineering and Construction to be exciting. He especially enjoys solving the ever-changing hidden challenges that arise underground. Jay and his wife love Rock N’ Roll and Boogie-Woogie Blues, and dancing a little East Coast and West Coast Swing! In calmer moments, he enjoys spending time with his wife and dog, and bird-watching in their woods. After his Vietnam service, his avocation has become studying all things military.
JEREMY COOPER, PE
Senior Geotechnical Engineer
Jeremy has been working as a geotechnical and materials testing engineer here in Maryland for the last three decades. His passion is to solve complex issues, resulting in cost effective designs and innovative construction methods. Mr. Cooper has performed peer reviews of geotechnical designs, and has served as an expert witness in several geotechnical and construction related failures. Jeremy enjoys a busy life with four children, his wife BeeJay, and their Schnoodle and Labradoodle.
KRIS CRIST, PE, PG
Senior Geotechnical Engineer
Kris joined Balter as a geotechnical engineer in 2002 from Southern California, where he began his career. Since joining Balter, he has worked on many exciting projects including new airport terminals and runways, government facilities, and roads and bridges. With a background from the University of Delaware in geology and geophysics he still finds time to be in the field with the drill crews. Outside of work, Kris enjoys spending time with his wife, 2 kids and 2 dogs, as well as watching baseball and traveling the country.
MATT LEONE, PE
Matt joined Balter as a Geotechnical Engineer in 2012. He graduated from the University of Delaware with a Bachelor's of Civil Engineer (2011) and a Master's of Geotechnical Engineering (2012). His project experience includes water/wastewaster, mixed use development, airports, and recreational facilities. Outside of the office, Matt's interests include playing lacrosse, ice hockey, and hikes with his dog Brooks.
JAMES BAILEY, EIT
James joined Balter in 2017 and has been working as a Geotechnical Engineer since he obtained his Bachelor's degree in Civil Engineering from the University of Delaware (2011). His project experience includes multi-story residential and mixed use developments, ground improvement programs, litigation document review, and specialty site inspections. In his free time James enjoys kayaking, camping, and repairing vintage audio equipment.
JASON TAYLOR, EIT
Jason joined Balter in 2011 and has more than 10 years of geotechnical laboratory experience. He has a degree in Civil Engineering from University of Maryland and is NICET III Laboratory certified. In his spare time Jason performs in a band and enjoys going sailing.
QA/QC AND SPECIAL INSPECTIONS
Joe serves the clients of The Robert B. Balter Company as one of our inspection department managers. He has been a part of the Balter team, working out of our Owings Mills Maryland office, for over 35 years. He has a diverse inspection and materials testing background which includes Special Inspections, heavy building construction, subway and light rail projects and various types of private and government sector projects. In his free time he enjoys music and classic cars.
Jeff joined the Robert Balter Company nearly 38 years ago as an Inspector/Technician, throughout the years Jeff has participated in hundreds of small and large scale commercial and private sector projects. With over 35 years of experience with a diverse inspection, testing, and supervisory background. When not at work Jeff enjoys restoring vintage motorcycles and cars, attending music events and spending time with his Wife Gail and the pets Sherman and Hannah the’’ Wonder Dog’’.
Aviation QA/QC Manager
Lloyd has been with Balter for almost 20 years as the senior manager Airport construction and Special Inspection projects. After working on almost $10 billion worth of projects, Lloyd still finds time to serve on various Committees and Boards. When not at work, Lloyd spends time with his wife, 2 daughters, and 6 grandchildren. Some day, he hopes to play more golf.
Quality Assurance Supervisor
Originally from Ohio, Tony moved to Maryland in the 1960's and started working the Robert B. Balter Company in 1978 after attending University of Maryland. He took a liking to the fast paced and challenging environment of large construction projects, and continues to do so to this day. He is passionate about quality assurance, especially on large and complex projects. In his spare time, Tony enjoys playing guitar, target shooting, fitness, and spending time with his granddaughters.
